PR Eligibility: HSFP/J-Skip Fast Track, Visa-Duration Rules, the BM-Visa Ban, and the Contribution Criterion
PR fast tracks include HSFP points and J-Skip; BM-visa holders are now banned from applying, 1-year visas never qualify, and a contribution-based route exists.
Under the points-based Highly Skilled Foreign Professional (HSFP) system, 80 points qualifies for accelerated PR after 1 year, and 70 points after 3 years. J-Skip (the Japan System for Special Highly Skilled Professionals), an enhanced version of the HSP category, grants PR after 1 year without regard to the points calculation for engineers earning at least 20 million yen a year (or managers earning at least 40 million yen a year) combined with 10+ years of experience or a master's degree — though no one in the community had personally gone through this process at the time of writing. As of October 16, 2025, holders of the Business Manager (BM) visa are officially barred from applying for PR until they satisfy the new reform requirements (30 million yen in capital, a full-time employee, language requirements, and so on) — this is now the principal new barrier to PR for entrepreneurs; the underlying BM-visa reform details are covered in the Business Manager visa section of this knowledge base rather than here. Separately, a 1-year BM visa — even under the old rules — has never made a holder eligible to apply for PR; a visa with a term of at least 3 years is required. There are known cases of people spending 10+ years on business visas without ever obtaining PR because of this restriction. More broadly, the minimum visa-duration requirement for a PR application has been discussed inconsistently: a minimum term of 3 years is generally cited as the baseline, and there is unconfirmed talk that the minimum could rise to 5 years starting in 2027 — this has not been officially verified. A separate PR pathway exists based on the "contribution to the country" criterion (我が国への貢献) — for example, an entrepreneur who has run a business for 3+ years and made a substantial contribution to the economy (investment exceeding 100 million yen) can qualify through this route.
