BM Visa Rules Before the 2025 Reform (Historical Background)
Before the 16 October 2025 reform, the rule was 5 million yen in capital OR 2 staff members; this survives only for some renewals during the transition period.
Before 16 October 2025 a different logic applied: capital of 5,000,000 yen OR 2 full-time staff members (the condition was "or," not "and"). These rules no longer apply to new applications, but partly persist for renewals during the transition period running to 2028.
