# Subsidies and Government Support — Overview

Japan runs a range of regional and national programs supporting new businesses: from the general 特定創業支援等事業 program, available based on the registration location, to specific municipal initiatives in Sapporo, Minato ward, Fukuoka, and other districts, as well as private and public accelerators/incubators such as Phoenixi, ANTLER, and Startup Support Tokyo. Conditions differ significantly by region, so the specific municipality needs to be checked.

特定創業支援等事業 is a regional program (based on where the company is opened) supporting new businesses: free consultations, help with paperwork, a 50% discount on registration fees, government-guaranteed preferential lending, and other perks. Registration must happen in the exact region where the business will be opened; the programs and their generosity vary a great deal by district — for example, one participant found no such program in Shibuya.

In Sapporo, a municipal entrepreneur-support consultation service (sih-d.jp) issues "proof" after 4 free consultations that unlocks a discount of over 60% on registration services — for example, paying about 60,000 yen instead of about 200,000 yen. A bank loan for business development secured against statutory capital (for example, up to 3x the capital at around 3% annual interest) was also discussed as an option at a regional bank. In Minato ward, subsidies and partial rent support are available for those opening food-service outlets.

Local subsidies and grants differ by Tokyo ward — there are municipal business-support centers, for example in Adachi, Shibuya, Shinjuku, Kita, and Toshima, offering financial and legal support for specific business directions; conditions vary substantially by district. Fukuoka runs a preferential corporate-tax program for startups (a tax reduction, reportedly around 18%) — city.fukuoka.lg.jp/soki/kikaku/business/startuphoujingenzei.html; it requires a physical office in Fukuoka (subject to periodic checks) and is mainly aimed at medical/information-technology sectors. A similar benefit in Tokyo reportedly requires ministry approval and a more complex process (chat opinion, not verified in detail).

Subsidies and preferential loans for expanding a business can be searched for at the city level first, then the prefecture, then nationally; loans at 1–3% with deferred payments are available for expanding production or buying equipment. JFC (Japan Finance Corporation) is considered a more accessible lending option for startups than regular banks — one example is an IT company that got a loan, albeit a small one; regular banks are harder, requiring a track record and well-known founders.

The Phoenixi incubator (Kyoto, phoenixi.co.jp) offers free housing and food under a program for social ventures: the company must be under a year old with annual revenue under 100 million yen, have an original business idea, and agree to give the sponsor (SK Impact Fund/Phoenixi) the right to buy 3% equity at an equity round; Japanese is not required (classes have AI-generated subtitles). Startup Support Tokyo (the metropolitan government) is a resource with guides and consultations for startups (startup-support.metro.tokyo.lg.jp/onestop/en/reserve/). The Tokyo SME Support Center offers English-language consultations for small and medium businesses (tokyo-kosha.or.jp/TTC/en/about/). ANTLER is a private Tokyo accelerator not tied to any visa.

A game-dev studio in Fukuoka used paid facilitators to speed up its startup-visa application (expact.jp/fukuokastartupvisa/) — mentioned not as a recommendation but simply as an example of using intermediaries for a startup visa.
